From scientific and technical information (STI) to economic intelligence at the service of territories: developments and new perspectives.
The aim of this conference is firstly to recall the close links and continuity that have existed between the development of scientific and technical information (STI) in France and that of economic intelligence (EI). Secondly, to analyse the new challenges and dimensions of economic intelligence today, with particular emphasis on the territorial dimension, since business intelligence is now at the service of the territories. It is also a double tribute: to Admiral Lacoste, one of the founders of EI in France, and to Professor J.-E. Dubois, who was at the heart of the development of IST in France. This tribute was delayed by the Covid pandemic.
This review of the origins of IST and IE also resonates very strongly with the thematic project of the new Gustave Eiffel University on the "city of tomorrow" by proposing to explore new fields of economic intelligence, considered, in the wake of Préfet Rémy Pautrat and P. Clerc, to be at the service of territories. These new fields of EI, with all their territorial dimension, can correspond to:
Health and Social Protection, with the issue of medical deserts, building cooperation around new systems such as telemedicine, etc.
Sports intelligence, particularly around major events
Tourism, particularly in terms of heritage, sites and destination management.
Understanding the impact of climate change and the challenges of ecological (and digital) transition.
Mastering standards as a lever for competitiveness, etc.
Knowledge of geopolitical and geo-economic balances of power, which can in some cases have a major influence on local businesses.

These new fields of EI complete the other more traditional fields of economic intelligence:

Smart and Wize Cities
Influence.
With the whole dimension of data production (data mining) and data formatting (data vizualization) for decision support, the challenges of which are currently being addressed in France by the Groupement français de l'industrie de l'information (gf2i).
Proposals for papers may be divided into five topics:

Theme 4: New approaches to the prospective dimension of economic intelligence
Theme 5: Educational issues, particularly at local level
